The Government of Gabon appointed a consortium formed by Corex SA and ALD & Partners to develop and deliver this strategic national project.
As part of its mandate, 2MRW Creative Consultancy was tasked with improving and optimising the entire masterplan to maximise revenues and long-term value through a hybrid intelligence approach combining human expertise and artificial intelligence.
In parallel, 2MRW defined the brand strategy and brand identity for Cité Administrative Libreville 2, establishing a clear and future focused positioning for the new administrative city.
Following the completion of the strategic and optimisation work, the consortium has now moved into the implementation phase. Cité Administrative Libreville 2 was conceived as a unified, sustainable, and smart administrative district bringing together key ministries, public institutions, and supporting infrastructure on a 42 hectare site in Libreville. The project marked a major step in Gabon’s administrative modernization and urban efficiency.
To deliver this work, 2MRW engaged Hakken, its proprietary AI powered solution, to model and optimise financial structures and development scenarios at masterplan level.
Serigne Mapenda Kebe, Chief Executive Officer of Corex SA, said, “Cité Administrative Libreville 2 is a priority project for the State of Gabon. As we transitioned toward implementation, it was essential to rely on partners who combine strategic rigour with international experience. 2MRW brought this global expertise and helped align vision, planning, and execution for a project of this scale.”
Amadou Lamine Diop, Chief Executive Officer of ALD & Partners, added, “As the financial partner, our priority was to ensure clarity, balance, and robustness in the project’s financial structure. The optimization work delivered by 2MRW supported sound decision making and provided a solid basis as the project moves into implementation.”
Ramzy Abouezzeddine, Chief Executive Officer of 2MRW Creative Consultancy, commented, “Our work focused on improving and optimizing the masterplan of the new administrative city while creating the brand identity and brand strategy. This ensured the project rested on strong economic fundamentals, operational logic, and a clear national narrative. We also produced a corporate video showcasing the black panther, the national symbol of the Gabon government while communicating the project’s spirit of transparency, efficiency, and progress, illustrating how this landmark development will redefine the way Gabon’s government operates and interacts with its citizens.”
Albert Maksoudian, Founder and Chief Executive Officer of Hakken, added: “Through Hakken, we optimized the masterplan by generating 1,407 development and financial scenarios. We shortlisted 12 options and narrowed them down to the winning scenario. The full process was completed in 21 days, giving stakeholders precise, data driven direction.”
Cité Administrative Libreville 2 now moves forward as a high performing government district designed for connectivity, transparency, and resilience, supporting Gabon’s next phase of public sector development as the Corex SA and ALD & Partners consortium advances into full execution.
