Publicis Groupe Middle East appoints Joyce Hallak as CEO of Spark Foundry ME

Joyce Hallak will lead Spark Foundry’s regional agenda, guiding strategic direction across the Middle East and working closely with clients and teams to deliver business-led media solutions at scale.

Publicis Groupe Middle East has appointed Joyce Hallak as Chief Executive Officer of Spark Foundry Middle East, as the agency enters its next phase of leadership in the region.

In her new role, Hallak will lead Spark Foundry’s regional agenda, guiding strategic direction across the Middle East and working closely with clients and teams to deliver business-led media solutions at scale.

Hallak is a long-standing Publicis Media leader with nearly two decades of experience across the Groupe. She has led major multi-market client businesses and worked across some of the region’s most demanding categories through brands and organisations including Mondelez (Cadbury, Oreo and Trident), as well as Samsung, Heineken and Visa across multiple markets.

Commenting on her appointment, Hallak said, “Stepping into this role is deeply personal for me. I’ve grown within the Groupe through periods of disruption, and I’m convinced that our ability to lead in uncertainty is what truly sets us apart.”

She added, “As CEO of Spark Foundry, ME, my focus is on scaling our startup spirit with intent, putting clients first, empowering our people, and turning complexity into accountable, measurable growth. By combining Spark’s pioneering mindset with the full power of Publicis Media, we will continue to challenge the status quo and bring real HEAT to brands across the region.

Across her career, Hallak has held senior leadership roles spanning client leadership, regional management and strategy, including leading Mondelez EMEA, Head of Starcom for the Levant, and most recently Chief Strategy Officer for Publicis Media Middle East.

She brings a strong understanding of Publicis Groupe’s Category One model, how teams, capabilities and solutions come together to solve client challenges across markets.
